Release of Information Specialist

Vital Records Control (VRC)

The Release of Information (ROI) Specialist I within the VitalChart department of VRC Companies, LLC is responsible for processing assigned requests for medical records in a timely and efficient manner while maintaining accuracy and high-quality service to healthcare clients. This role safeguards patient privacy by ensuring only authorized individuals access medical information and that all release requests comply with request authorization, VRC and healthcare facility policies, and applicable federal and state regulations such as HIPAA.

The position works closely with the ROI Area Manager and/or ROI Team Leader to address concerns related to quality, connectivity, client issues, and requestor issues that may affect service expectations. The role also requires professionalism, confidentiality, and a positive representation of VRC.

Requirements & Qualifications

Minimum Qualifications

  • High school diploma or GED required; degree preferred
  • Prior experience with ROI fulfillment preferred
  • Strong attention to detail
  • Ability to prioritize, organize, and meet deadlines
  • Strong documentation and communication skills
  • Ability to maintain productivity and quality standards
  • Basic knowledge of medical records and HIPAA preferred
  • Prior experience with EHR/EMR platforms preferred
  • Experience with Windows and Microsoft Office products preferred
  • Strong interpersonal skills with team members, clients, and requestors
  • Strong computer skills
  • Experience with printers, computers, fax machines, scanners, and microfilm reader/printers preferred
  • Detail-oriented, self-motivated, and able to stay focused for extended periods
  • Ability to read, write, speak, and comprehend English
  • Bilingual skills are desirable

Key Responsibilities

  • Process assigned release of information requests, primarily Continuing Care and Disability Determination Services
  • Access medical records according to client-specific procedures and security protocols
  • Validate requests and patient authorizations for HIPAA and policy compliance
  • Classify request types correctly and log requests into ROI software
  • Retrieve and upload requested chart portions from electronic or physical repositories
  • Perform quality control checks to ensure accuracy and prevent PHI breaches
  • Verify invoicing and adjust invoices as needed
  • Release records to authorized requesting entities
  • Reject invalid or non-HIPAA-compliant requests
  • Return physical records to proper location when applicable
  • Document exceptions, communications, and relevant request details
  • Escalate questionable requests, suspected breaches, connectivity issues, and delays to supervisors
  • Respond to requestor inquiries in a respectful and efficient manner
