This position is located in the Health Information Management section at the West Palm Beach VA Medical Center. The Medical Records Technician (Release of Information) is responsible for processing requests for protected health information in compliance with applicable laws, regulations, and VA policies.
The role evaluates authorization forms, determines request priority, greets and assists veterans and visitors, and helps identify what information can be legally released. The incumbent processes incoming ROI requests from patients, third parties, VA offices, Social Security, and other agencies; logs and tracks requests in the ROI system; reviews paper and electronic health records; and prepares responses and correspondence using standard formats.
The position also involves resolving inconsistent or incomplete requests, researching records to locate and verify information, and handling confidential health information according to privacy and disclosure requirements.
Basic requirements
- U.S. citizenship or eligible federal employment status
- Proficiency in spoken and written English
- One year of creditable experience with medical terminology and health records, or an approved education/experience combination
- Knowledge of health information technology or health information management preferred for education-based qualification
GS-6 qualifications
- One year of experience equivalent to the next lower grade level
- Knowledge of laws and regulations related to authorization and disclosure of health information, including Privacy Act, FOIA, HIPAA, and 38 U.S.C. ยง 7332
- Ability to navigate paper and electronic health records to locate, assemble, and disclose protected health information
- Ability to apply privacy, disclosure, and release-of-information policies and procedures
- Ability to research and resolve difficult release-of-information questions accurately and timely
